How to record and use KEP on an ID card

As the Ministry of Digital Transformation of Ukraine reported on its Facebook page , from February 2020 , citizens of Ukraine who have reached the age of 18 can get a qualified electronic signature (QES) on their ID card for free . Personal signature keys are stored on a contactless electronic medium (chip). Thanks to the KEP on the ID, you can receive administrative services, conclude agreements, carry out banking operations, issue orders online.

We remind you that a qualified electronic signature (KEP) is an advanced electronic signature that is created using a qualified electronic signature tool and is based on a qualified public key certificate ( Article 1 of the Law on Electronic Trust Services ).

According to the official website of the State Migration Service of Ukraine , the service can currently be obtained in two ways:

  • immediately after receiving a new ID card - in the territorial subdivision of the State Internal Revenue Service at the place of registration of the person;
  • write on a previously issued ID card - in any territorial unit of the State Internal Revenue Service, regardless of the place of registration.

IMPORTANT: to write the KEP on the ID card chip, you will need a PIN code (PIN 2), which is personally indicated by the owner of the ID card when receiving it.

Issuing the KEP and entering it on the ID card chip is not mandatory and is carried out at will .

WARNING! During the quarantine, it is possible to get a KEP only by making a prior appointment at the Central Committee of the Ministry of Internal Affairs of Ukraine by phone.  

The term of validity of KEP key certificates is 2 years.

According to the Ministry of Digital Transformation of Ukraine, in order to use KEP on an ID card , you need to have an information reader that connects to a PC or smartphone with support for NFC technology and software for your platform – Windows, MacOS, Android or IOS.

For reference: NFC ("Near Field Communication") is a technology of wireless high-frequency communication with a small radius of action "one touch". This technology makes it possible to exchange data between devices, primarily smartphones and contactless devices that are at a distance of about 10 cm. NFC is designed primarily for use in mobile phones.
