Automatic real estate appraisal service

In accordance with the order of the State Property Fund of Ukraine dated June 25, 2021 №1097 a single database of valuation reports with a module of electronic valuation, service of electronic valuation and automatic generation of electronic certificates of valuation of real estate (https://evaluation.spfu.gov.ua) was put into operation.

Attention citizens, appraisers, appraisers and notaries!

On March 9, 2021, the order of the State Property Fund of Ukraine of January 12, 2021 № 24 “On Amendments to the Procedure for Maintaining a Unified Database of Valuation Reports” entered into force, registered with the Ministry of Justice of Ukraine on February 24, 2021 under № 239/35861, and applies from June 29, 2021.

For individuals and legal entities!

For the purposes of calculating the income of a taxpayer - an individual from the sale (exchange) of real estate, as well as income received by the taxpayer as a result of his inheritance or gift of property (except for inheritance and / or gift of property, the value of which is calculated at zero rate), income received under other transactions for which the transfer of ownership of real estate, income for which is subject to taxation in cases provided by the Tax Code of Ukraine must determine the appraised value of real estate or market value of real estate.

To determine the appraised value of the real estate, the Unified database of appraisal reports (https://evaluation.spfu.gov.ua) generates an electronic certificate of its appraised value (e-Certificate), which is valid for 30 calendar days from the date of its formation of the Unified database of evaluation reports (hereinafter - the Unified database).

If a person does not agree with the results of automatic determination of the appraised value of a real estate object, he has the right to apply to the subject of appraisal activity (appraiser) in order to determine the market value of such object. The subject of appraisal activity (appraiser) prepares a report on property appraisal, which is registered in the Unified database. The registered property appraisal report is valid for 6 months from the date of appraisal.

Access to the Unified Database (https://evaluation.spfu.gov.ua) is carried out by means of a personal electronic signature or means of the integrated electronic identification system (ID.GOV.UA).

For appraisers!

To register an appraisal report in the Unified Database, all appraisal entities (SODs) must register in the Unified Database (https://evaluation.spfu.gov.ua) and register appraisers working as part of the SOD or under an employment contract.

Please note that the registration of SOD should be carried out only on the electronic seal of SOD, and not on the personal electronic signature of the head.

For notaries!

To form an extract from the Unified database on registration of the certificate of appraisal value of the real estate object or appraisal report, all notaries must register in the Unified database (https://evaluation.spfu.gov.ua). The notary must use a personal qualified electronic signature.
