Transportation services in Ukraine: who needs a license

The issue of business licensing is always important for any entrepreneur, especially those who are considering starting their own business. One of the relevant areas subject to regulation is cargo transportation. Buying or renting vehicles for transportation can be an interesting field of activity. However, before starting, it is important to understand what types of transportation are subject to a mandatory license in Ukraine.

The law of Ukraine that regulates this issue is the Law on Licensing of Types of Economic Activity . Information on licensing of various types of economic activity can be found in this law. Specifically, the item we are interested in is Article 7, Item 24 .

According to this clause, a license must be obtained for the transportation of passengers, dangerous goods, and hazardous waste by inland water, sea, road, rail, and air transport, as well as for international transportation of passengers and goods by road.

Note that according to this law , domestic transportation of dangerous goods in Ukraine is not subject to a mandatory license . Dangerous goods, in this context, are those specified in the law, namely dangerous goods and hazardous waste.

This means that no special license is required for transporting non-dangerous goods within the country. However, it is worth remembering that for certain types of business there may be other types of permits or regulations, such as freight transportation, taxes and others.

Order of the Ministry of Internal Affairs of Ukraine "On Approval of Certain Regulatory Acts on Road Transportation of Dangerous Goods" dated August 4, 2018 No. 656 :

1) Rules for road transportation of dangerous goods ;
